Riverview homebuilder plans 200 single-family homes in Pasco County

A Riverview-based homebuilder that’s among the fastest-growing companies in Tampa Bay is planning to bring hundreds of single-family homes to Pasco County.
Homes by WestBay, the parent company of Casa Fresca Homes, is laying the groundwork for a 200-unit single-family homes project.
Site plans were filed with the Southwest Florida Water Management District on Oct. 16 for the homes, which would be east of U.S. Highway 41 and near Lussier Lane. The project, Mitchell 41 E1, encompasses about 104 acres of the land’s 208-acre site. The site was originally permitted as an area to be mass graded.
The land was transferred to owners James and Dorothy Mitchell Investments in 2004.
Clearview Land Design is doing the engineering work.
The homebuilder is no stranger to Pasco County. It has projects in San Antonio and Zephyrhills; there are also plans to develop homes in Wesley Chapel and Zephyrhills.
Last year, Homes by WestBay closed just under 1,200 home sales in the Tampa Bay region and generated $677.7 million in revenue, according to data provided to the Tampa Bay Business Journal. In 2022, the homebuilder closed 991 home sales, according to past data provided to the Business Journal. The builder formed operating divisions to manage its growth in 2023. In early 2024, Casa Fresca Homes reorganized to expand in Central and West Florida after a $100 million land-buying spree.
